Try this first
First check your display settings: many brands allow the throttle to be switched off in the menu, and some ship with it disabled. Then trace the thin wire from the throttle to its connector and make sure it is plugged in. Throttle units themselves are inexpensive; if yours is dead, replacement is a quick roadside job.
