New York uses the three-class e-bike system: Class 1 pedal-assist and Class 2 throttle e-bikes are limited to 20 mph statewide, while Class 3 e-bikes, permitted only in New York City, may reach 25 mph. No license, registration, or insurance is required. Riders must be at least 16 years old, and helmets are required for Class 3 riders and for working delivery cyclists. E-bikes are allowed in bike lanes and on most streets, but rules on greenways and park paths vary locally, so check signage.
