California uses a three-class e-bike system: Class 1 is pedal-assist up to 20 mph, Class 2 adds a throttle up to 20 mph, and Class 3 is pedal-assist up to 28 mph. No driver's license, registration, or insurance is required for any class. Helmets are required for all Class 3 riders and for every rider under 18. Class 3 riders must be at least 16 years old, and Class 3 e-bikes are not allowed on most bike paths or trails unless the local authority specifically permits them.
