Oregon regulates e-bikes under a three-class system: Class 1 (pedal-assist to 20 mph), Class 2 (throttle to 20 mph), and Class 3 (pedal-assist to 28 mph). Riders must be at least 16 to operate a Class 2 or Class 3 e-bike, and Oregon's helmet law for riders under 16 applies to e-bikes as well. E-bikes may not be ridden on sidewalks statewide. No driver's license, registration, or insurance is required, and local governments may set additional rules for paths and trails.
