State law defines a "pedalcycle with electric assist": a bicycle with operable pedals, a motor of 750 watts or less, a weight under 100 pounds, and a top motor-powered speed of 20 mph. These are treated like bicycles, with no license, registration, or insurance required, but riders must be at least 16 years old. Pennsylvania's bicycle helmet law requires helmets only for riders under 12. Faster 28 mph e-bikes fall outside the state definition, so ride them cautiously on public roads.
