Virginia adopted the three-class system in 2020: Class 1 pedal-assist to 20 mph, Class 2 throttle to 20 mph, and Class 3 pedal-assist to 28 mph. E-bikes are treated like bicycles, with no license, registration, or insurance required. Riders must be at least 14 to operate a Class 3 e-bike. Virginia has no statewide helmet mandate, though localities may require helmets for riders 14 and younger. E-bikes may use most bike lanes and shared-use paths unless a locality posts otherwise.
