Washington, DC adopted the three-class e-bike system in 2020: Class 1 pedal-assist to 20 mph, Class 2 throttle to 20 mph, and Class 3 pedal-assist to 28 mph. No license, registration, or insurance is required. Riders under 16 must wear a helmet on any bike in the District, and Class 3 e-bikes are restricted to riders 16 and older. E-bikes may use bike lanes and most trails, though the National Park Service sets its own rules on federal paths such as those in Rock Creek Park.
