Illinois uses the three-class system: Class 1 pedal-assist to 20 mph, Class 2 throttle to 20 mph, and Class 3 pedal-assist to 28 mph. E-bikes are regulated like bicycles, with no license, registration, or insurance required. Riders must be at least 16 to operate a Class 3 e-bike, and Illinois has no statewide helmet requirement for any age. Class 1 and 2 e-bikes are generally allowed wherever bicycles go, while municipalities and park districts, including the Chicago Park District, can set their own rules for Class 3 and trail access.
