Missouri has not adopted the three-class e-bike system. State law treats most e-bikes as "motorized bicycles": two- or three-wheeled devices with a motor producing less than three horsepower and a top speed of no more than 30 mph. Riders must be at least 16 and hold a valid driver's license, but no registration, title, or motorcycle license is required, and there is no statewide helmet requirement for motorized bicycles. Local rules vary, and Kansas City and area trail systems set their own e-bike policies, so check signage on paths.
