State law treats most e-bikes as "motorized bicycles": two- or three-wheeled devices with a motor producing less than three horsepower and a top speed of no more than 30 mph. Riders must be at least 16 and hold a valid driver's license, but no registration, title, or motorcycle license is required, and there is no statewide helmet requirement for motorized bicycles.
